My ISP is NearlyFreeSpeech.net. They are good folks, but they have elected not to support Ruby on Rails. Their marketing niche is to provide a low-cost, no-frills web service, and they do a great job at that. Rails has always had controversial deployment issues (mainly the use of FastCGI), and it's hard for a general purpose ISP to justify that kind of support. And it's hard for me to justify moving to a much more expensive ISP that does support Rails. Bottom line, you can try running SOAR, but it will probably crash right away. Sorry.
